The bill (Reg. No. 1345) stipulates significant broadening of state guarantees for socio-economic development of populated areas, granted the status of mountainous, as well as for the respective privileges for the citizens.
Experts of the Institute stress that priority of state socio-economic policy on ensuring proper development of territories with special status needs to be legislatively enshrined.
It was mentioned that implementation of all provisions of the bill will require significant increase of expenditures from the state budget, and, correspondingly, the need to adhere to requirements of article 27 of the Budget Code of Ukraine.
Experts did not uphold the proposal to increase “by 40%” the amount of state pensions, scholarships and all kinds of state financial aid, stipulated by the applicable legislation, to persons granted with the status of a person working, residing or studying on the territory of highland populated area located 600 m above the sea level, with a slope 15 degrees and greater.
Following the results of analysis of the bill, experts of the Institute concluded that the suggested privileges do not correspond to articles 21 and 24 of the Constitution of Ukraine.
